This means that the CMS tools are built into the website in question. What each website user sees and is allowed to do is based on their login.
For instance, a public website visitor without a login will have not have access to any CMS tools, a section editor would have selected tools, and an administrator would have the full set of tools at their disposal.
This method is highly flexible. It is completely browser-based so no special software is required. Since the tools are integral to the site, users can see immediately their how their changes would be applied on the site.
